[Billy can't quite help slumping back against the chair once Teddy lets him go, taking a few moments to regain full feeling back into his legs. There's so much to do, and he hates being so helpless, but until they're out of the prison he won't be much good for anything. His powers are likely to set off a hundred alarm bells, and the atmosphere of the place still makes him dizzy, even after all this time.
He's needed, though, and he can't just sit around while Teddy headlines a rescue. He's free, and he has an obligation to help. That's what superheroes do.
Grimacing, he uses the chair to pull himself back to his feet, shaking the pins and needles out of his limbs until he can walk again. Then he's out the room and hurrying down the hall, doing his best to support Teddy's efforts.
