He does have a sort of mental barrier, but it's not something that would prevent Rui from using her powers. Basically, his most painful memories are sealed! Can Rui read segments of your character's past if she touches them? Yes. If yes to the above, what would she see? There are a couple things she could see! 1) The night he nearly died protecting his servant. He was stabbed through the chest by this ugly thing (http://i55.tinypic.com/2e3ocxt.jpg). His servant also forced him to drink the blood and make a contract with that same ugly thing. 2) The night he murdered two of his older brothers. The important things to note were the burning mansion, the blood everywhere, and, oh, the fact that they were beheaded.
He's still from early in his canon, so there are a few more things that might be applicable in the future. We can discuss that if it ever comes up, haha. :| Anyway, these are memories that have been sealed due to his chain, Humpty Dumpty. They're still there, and he is capable of remembering them, but it is very difficult to do so, because his chain is constantly trying to make him forget. If it wasn't obvious by the tl;dr, I would find it incredibly fascinating if he and Rui ever have this kind of interaction. Rui can also see into the future. Would you allow this if you have something planned for your character? Sure. As far as canon stuff goes, there are the deaths of his sister and his mother, as well as his own death. No plans for Luceti at the moment, but we can work that out when the time comes. o/
